Does a state have the right to attack or intervene in another country that has not attacked said state, if the country has committed grave injustices or crimes against humanity?

This is a question I have difficulty answering. On the one hand, I feel America should not be policing the world and forcing other countries to adhere to our cultural standards and morals. With the exception of imminent threat or invasion on our soil, I would prefer not to send our military personnel into battle. However, there is a gray area for me in regard to obvious escalations of aggression, such as terrorism, weapons stockpiling, and verbal threats from foreign leaders. I do not, nor should I , possess the level of intelligence necessary to make an informed decision. My preference in these cases would be for black ops rather than full scale war.
My turmoil comes from the existence of tyranny and dictatorship. As a Libertarian, I want to leave people to their own devices. However, when a dictator is oppressing and murdering his people, do we stand by as if nothing is happening?
