Democracy in itself is fragile and of limited value. What is more important than active participation is a strong Bill of Rights that keeps majorities, and organized interests that claim to represent majorities, including incumbents and bureaucracies, out of people's lives. The actual governmental activities should be so minimal and boring that people have more important things to do.
