What would you do to terminate Internet spam once and for all?
Better email servers.
Spam email exists because it gets rewarded. If you want to terminate it once and for all, then don't reward it.
I use http://www.cloudflare.com as a DNS gateway for my and all of my clients that I host for.
Internet spam is not good tactics but it helps to some promotional activities. So I think it should 50-60% prohibit.
While it seems like a worthy goal, terminating it entirely probably means killing the ability to "reach out" to people you're not connected too in a very hard filtered way - and then we'll loose something fundamental. It's likely we'll always need ways to communicate which are somewhat permissive.
Someone talking to you on a train is "spam" but sometimes it's inappropriate, and sometimes it's appropriate (e.g. you dropped your wallet and they noticed).
Superior technology, mass education, law enforcement actions.
Stop free email addresses
You can't... I've tried. Give up worrying about it or just give away viagra for free so nobody needs to worry about buying it cheaply and in bulk.
