No it shouldn't. Programming is a profession that you has to choose, its a way of life. Not everyone has the same objetives and ambitions.

If one is truly interested, he or she will find ways to learn about it. But adding it as a prerequisite to pass basic education is a bad idea. Not all are born programmers, just some. Others excel on other fields, some programmers don't excel on those fields. If you have the heart of being a very good programmer, then you have it. If you don't, then you don't.

It is not really necessary since it is a habit and some kind of a profession. It needs to be developed from within.
Programming definitely no. Better teach children how to have a good logic, how to deal and solve problems, having ideeas and not forcing them thinking and going into abstract things like programming before they have even developed the skills needed for it.
Also a child that plays alot can later become a good programmer :) And I'm not talking here about pc games.

Yes. And programming is an art and it cannot be taught unless a person is interested and passionate about it.
