Absolutely. It's a way to express oneself. A way to tell stories that otherwise wouldn't get told.
Yes. Without art people have no way of expressing their creative feelings. Art is important for the basic mental health of a society. Cultures that discourage or downplay the importance of art tend to produce militaristic, angry and downright scary people!

My answer is going to sound biased, but yes, of course art is necessary. Even those who consider themselves void of any artistic ability (all the people who claim they can't even draw a stick figure), appreciate art. We are visual creatures. We are all creative as well. Art is an extension of this and influences everything we see from advertising to our clothes to our living space.
