As for the moments of the day, the best hours for me are in the morning. The best ideeas came also as a feedback to stress.

Usually when I'm sleeping, or in the shower. When my mind can take a break from the regular daily stuff and from whatever I'm working on and go off on it's own to have a little fun.
In the space between consciousness and sleep when the ridges in my brain relax and smooth out and electronic charges flow freely in cross currents.

...oh this is a good one! As of late, usually at about 2 or 3 am!
My ideas are pretty much spawned from something said by a family member: bigoted, sexist or narrow minded or whatever. They always have a contribution to my work, even if they are oblivious to it.
I get my best ideas from:
1. Listening to music. I like working with music, it feels like I'm in another plane of existence where only happiness is allowed.
2. Sitting around and looking at things or seeing images that make my mind spark.
3. I usually get ideas during the night.
I get my best ideas randomly, usually when I'm not even thinking about art. I find that relaxing and letting ideas come to you end up with the best result. I also rarely use the first idea that comes to me.
There is no when. They happen when they happen. I've never been without an idea for something. I've been unable to create, unable to make art, but never been without an idea or need to do so.
At night, in the dark, whilst drinking tea, talking to strangers, talking to drunks, when I have no money left, when people watching, without tv.
