A big question I'm not qualified to answer.
What someone says is art.

In Simon Winchester's book "The Professor and the Madman: A Tale of Murder, Insanity, and the Making of the Oxford English Dictionary", this exact question stalled the founding editorial staff for a very long time. And they were still only on "A"!
The farthest I would go to define "art" is to encourage considering it the result of a compulsion to creative action. I realize this clarifies nothing.
Whatever is better than it needs to be.
Wow, that is a hard one. Art is emotions, or impressions of life, feelings, nature depicted by the hand of a person (and some animals). To me the quality of art is judged by the knowledge the artist has of their supplies, and ability to see and depict what they want to say, and how well they get that across to their viewers. The more one studies art, and practice their trade the better the artist becomes. It is important to use value, composition, and texture to get their message across, without knowledge and emotion, art can be pointless, and sloppy.
Subjective. And difficult to answer in this little box. For example, should art be created to order? Possibly. But I think real art comes from the soul of the artist and people do buy that. Meaning do not compromise!
